近日，山东省教育厅公布2014年普通高校考试招生工作实施方案。从2014年起，英语等外语听力考试不再纳入夏季高考统一考试内容。有专家认为，此举有望扭转当前的“全民英语”现象，但也有人担忧，取消听力是更倾向于应试教育的“倒退”，并将助长“哑巴英语”。

　　专家：有助兼顾城乡公平

　　山东省一些考生认为取消外语听力高考是一种“福音”。山东莘县高二学生刘志飞称，“没有学习外语的兴趣”，30分的听力试题往往只能得15分左右。

　　刘志飞的母亲张女士说，孩子将来有志于从事文学或历史研究等方面工作。“将来打算从事的工作用到英语的机会也很少，现在却不得不下大工夫学英语，这不是浪费精力吗？没有了听力统考，孩子就可以把更多时间分配给自己喜欢的科目。”

　　一些专家也认为，取消外语听力考试有助于在教育资源方面实现城乡公平。21世纪教育研究院副院长熊丙奇说，从兼顾城乡公平的角度看，高考取消听力统考有一定合理性。“师资水平、教学条件的差异，对学生听说能力影响非常大，这也是农村学生听力成绩整体不如城市学生的重要原因。”

　　校长：强化应试教育色彩

　　作为一门世界通用的语言之一，从英语的教学和适用性看，一些人认为取消听力统考是一种“倒退”，使得英语教学更加倾向于“应试教育”。熊丙奇说，英语本质上是交流的工具。高考取消外语听力统考，不论从教师角度还是从学生角度，都会在教学实践中相应弱化对听说能力的训练。

　　山东一名县级中学的校长说，虽然高考不统考听力，但学业水平考试还是会考，并且一些高校招生时也会对听力提出特殊要求。所以学校不可能取消听力教学，但逐渐减少听力训练“不可避免”。

　　“中国人学英语的通病就是‘聋子英语’‘哑巴英语’。取消听力统考，岂不是更强化了英语的应试教育色彩吗？”这名中学校长说。
